Article 23 Watch is a joint initiative of the Carbon Balance Initiative, Clean Air Task Force, and Bellona Europa. The initiative provides an evidence-based overview of the implementation of Article 23 of the Net Zero Industry Act (NZIA), with a particular focus on progress by obligated entities and Member States, as well as emerging regulatory and legal developments.
The Carbon Balance Initiative is an independent think tank founded at the University of Oxford, working with academia to develop evidence-based policy pathways to achieve the Paris Agreement temperature goals. In partnership with world-leading research institutions, Carbon Balance translates climate science into practical and tailored recommendations for policymakers, with the aim of advancing geological net zero in the fossil fuel and industrial sectors.
