Article 23 Watch is a joint initiative of the Carbon Balance Initiative, Clean Air Task Force, and Bellona Europa. The initiative provides an evidence-based overview of the implementation of Article 23 of the Net Zero Industry Act (NZIA), with a particular focus on progress by obligated entities and Member States, as well as emerging regulatory and legal developments.

Article 23 Watch aims to strengthen transparency and accountability in the implementation of Article 23, which establishes a first-of-a-kind obligation on oil and gas producers in the European Union to contribute to the development of CO2 injection capacity. By tracking developments across industry, Member States, and EU institutions, the initiative seeks to support informed policymaking and facilitate constructive engagement as the obligation moves from adoption to implementation.
