About
Article 23 Watch is a joint initiative of the Carbon Balance Initiative, Clean Air Task Force, and Bellona Europa. The initiative provides an evidence-based overview of the implementation of Article 23 of the Net Zero Industry Act (NZIA), with a particular focus on progress by obligated entities and Member States, as well as emerging regulatory and legal developments.
Objective
Article 23 Watch aims to strengthen transparency and accountability in the implementation of Article 23, which establishes a first-of-a-kind obligation on oil and gas producers in the European Union to contribute to the development of CO2 injection capacity. By tracking developments across industry, Member States, and EU institutions, the initiative seeks to support informed policymaking and facilitate constructive engagement as the obligation moves from adoption to implementation.

The Carbon Balance Initiative is an independent think tank founded at the University of Oxford, working with academia to develop evidence-based policy pathways to achieve the Paris Agreement temperature goals. Bellona Europa is an independent non-profit organisation that addresses environmental and climate challenges through a result-oriented and cross-sectoral approach. Bellona assesses the economics, climate impacts, and technical feasibility of necessary climate solutions, and works with civil society, academia, governments, and industry to help accelerate effective climate action.
